The used lights had a positive value, because people would buy them and
take them to work (office, factory, hospital, school), and when nobody was
looking, they would exchange a burned-out bulb for a working bulb.  Then
they would take the good light bulb home.  Since everybody worked for the
government, it was probably the case that the government always had better
access to the supply of new light bulbs than the consumer market.
